STAR Release Paths
STAR Community Justice Center describes itself as a community-based correctional facility and an alternative to prison. It serves court-ordered community-corrections participants. That role controls the release trail. The Scioto County Jail current-inmate roster does not function as a STAR roster, and the ODRC prison search is not a public list of STAR residents. A name missing from either system says nothing reliable about a STAR admission, current placement, or exit.
Residence at STAR can end through successful completion, termination, or transfer. Those words should not be treated as synonyms. Completion can close the residential part of the order while probation, community control, treatment, reporting, or another court condition remains. Termination can return the matter to the court for a new decision. Transfer can move the participant to another setting or authority. The destination and the court response determine whether the person is in the community, in another program, or back in custody.
Leaving STAR residence does not by itself prove final discharge from the case or from court supervision.
Confirm STAR Exit Records
No official current STAR roster or public release lookup was found in the Scioto research. Confirmation instead rests on three records that answer different questions. STAR can address the residential event. The committing court can show the order, case status, and later action. Probation or the community-control authority can confirm whether supervision remains active. Use the same full name, case number, and approximate placement period at each point so the answers refer to the same person and matter.
- Contact STAR. Ask for available existing admission and discharge information, including the date and whether the recorded exit was completion, termination, or transfer.
- Identify the committing court. Use the case number to open the correct Portsmouth Municipal or Scioto Common Pleas docket and read the placement order and later entries.
- Check supervision. Contact the probation or community-control authority shown by the court record and ask whether the residential exit changed the person's current status.
- Reconcile the dates. A court entry may be posted later than the facility event, so compare the event date, filing date, and any follow-up order.
- State only the supported result. Report completion, termination, transfer, continued supervision, or discharge only when the responsible source supports that exact term.

STAR Completion Release Records
Successful completion means the participant completed the residential component that STAR was assigned to provide. It does not automatically mean the entire sentence, community-control term, or probation case has ended. A court may have imposed more duties after residence, and the supervising authority may continue to track them. The most precise statement is often that the person completed STAR residence while remaining subject to the court's order.
The court docket supplies the legal frame. It may show the original community-control sentence, the STAR placement, later review, a modified condition, or termination of supervision. A docket event is not always the same as the physical exit time. Contact STAR for the facility event, then use the later court and probation record to decide whether the result was continued supervision or final discharge.

A termination or transfer needs more context than a completion. Research does not establish one universal consequence for either STAR event. The committing court's next entry may explain whether the placement ended, changed, or led to another order. If a receiving agency or new facility is named, that source becomes part of the confirmation chain. Do not turn a STAR exit into a claim of community release when the record shows movement elsewhere.

A transfer to the Scioto County Jail, an Ohio prison, another community facility, or another custodian would require a record from that receiving system. The STAR event proves only that residence at STAR changed. The next agency's record shows whether custody continued.
STAR Court Release Records
Scioto County has two local court paths. Portsmouth Municipal Court CaseLook includes record, calendar, warrant, and probation searches. The Municipal Court handles misdemeanors and the early stages of felony matters. When the STAR placement stems from a Municipal case, read the case docket and probation result together. Neither one alone establishes the exact time a participant left the residential facility.
Scioto County Common Pleas eServices is the relevant public portal for felony judgments and associated community-control matters. Search by the participant's identity and, when known, the case number. Review the sentence, community-control terms, STAR placement language, violation filings, review entries, and termination or modification orders. The Clerk warns that online posting can lag judicial action by at least a day and sometimes much longer, so a new STAR exit may not appear at once.
For prompt Common Pleas confirmation, the Clerk's Legal Division can check the court record. A court entry documents legal action. STAR remains the source for its own residential event, and probation remains the source for active supervision status.
STAR Supervision After Release
A participant can be physically out of STAR while still under probation or community control. That is common enough to require a separate check. The supervising office may track reporting, treatment, travel limits, payments ordered by the court, or other terms found in the case record. Public access to the full supervision file is limited, so ask for current status rather than assuming every note or report is open.
Ohio's Public Records Act excludes records that pertain to probation, parole, community control, post-release control, and certain release proceedings from the general public-record definition. Public docket entries and specific status information may still be available under the authority that governs them. The correct conclusion may therefore come from a public court entry plus direct status confirmation, not from a broad request for the full probation file.
The Scioto post-release supervision resource distinguishes local probation from ODRC Adult Parole Authority status. STAR participants should not be placed in an APA search unless the record separately shows state supervision.
Note: STAR residence, local probation, and ODRC supervision are distinct layers even when one person has records in more than one system.
STAR Release Versus Custody
Three correctional layers operate in Scioto County, and each uses a different release record. STAR is a regional community-based correctional facility tied to a court order. Scioto County Jail is a county detention facility with a current-only roster. Southern Ohio Correctional Facility is an ODRC state prison whose population comes from courts across Ohio. The shared geography does not make their records interchangeable.

If a STAR participant is later confined elsewhere, use the receiving system. A county-jail roster can confirm only that its own current display lists the person. ODRC can confirm Ohio prison or Adult Parole Authority status. Neither is a substitute for STAR's residential exit record.

Contact STAR with the participant's full name, committing court, case number, and approximate placement dates when known. Ask for existing information that identifies the admission and exit event. Specify whether the question concerns completion, termination, transfer, or the date residence ended. Do not ask STAR to decide the entire legal status when the committing court and supervising authority hold parts of that answer.
